ZEWCO intends to implement a phased, portfolio‑based procurement program over time. This approach is designed to progressively build a diversified portfolio that manages delivery, price, integrity and counterparty risk.

Tranche 1 is a portfolio‑establishing tranche. Its purpose is to initiate a balanced, credible and deliverable portfolio that can be scaled over time. ZEWCO is seeking proposals that can contribute to this initial portfolio — including both existing projects and projects that require development support — across a range of commercial structures.
