About Us
Zero Emissions Water Carbon Offsets Limited (ZEWCO) was established to help Victorian water corporations work together to source high-integrity carbon offsets. Incorporated in 2026 as a company limited by guarantee, ZEWCO brings together fifteen Victorian water corporations as Members.
ZEWCO is a collaborative vehicle for its members to buy Australian Carbon Credit Units (ACCUs). Members work together to aggregate demand, share expertise, reduce duplication and manage carbon offset procurement.
Our Purpose
Our purpose is to support the Victorian water industry to achieve net zero emissions by enabling timely, efficient, collective investment in high-integrity carbon offsets.
Victorian water corporations are required to reduce greenhouse gas emissions under the Statement of Obligations (Emission Reduction). Most of the industry's scope 1 emissions come from wastewater treatment and are challenging to reduce. Carbon offsets provide one way for Members to reduce reportable emissions while continuing to pursue operational emissions reduction over time.
ZEWCO helps members meet these obligations by acquiring eligible offsets, managing procurement processes and building sector knowledge of the carbon market. In addition to helping Members meet emissions reduction requirements, ZEWCO will seek to deliver co-benefits through carbon offset projects.
